Licensing is simply on per computer basis (and neither on per user basis nor on per test basis) In other words unlimited users can use the software and create unlimited tests. Total number of licenses you need is the total number of computers on which you are going to install the software.
Cloud based services are good for the service providers as it provides constant stream of revenue. Its not good for the customers as they have to pay for the service all the time year after year. Old way of one time license fee for the software is good for the customer.
